Confirmed by serial number 1981 Trek 510 with 19.5inch frame (the smallest offered at the time). These actually seem pretty rare in this size.

Ishiwata 022 frame and fork (Google says it's better than Reynolds 531 but I'm not sure).

I've added the 2x9 Microshift integrated groupset, new chain, new cassette, and new cables throughout. Everything is indexed and ready to go.

700c wheels are true to within a millimeter and ready for whatever modern tires you want. The original brakes work well and fit with the slightly smaller wheels.

I put a smaller small chainring to give a modern range of gears.

It measures to 29 inches from ground to top tube and it weighs about 23 pounds.

Ready to ride, I've done the work so you don't have to.
