Motorcyclle Saddle Bag and contents (I-43 west of Moorland)

Leather HD saddle bag detached while riding southbound I-43 about a mile west of Moorland Rd. An expensive item was inside the saddle bag. Observed a person stop driving a dark color jeep Cherokee style vehicle with a flashing yellow light on roof top then drove off northbound.
